DM Payroll Services is a family run business primarily providing services to support the local council sector.

Originally founded by Diane Malley, having worked for public authorities since 1984, she has extensive knowledge and experience of the sector.

Diane first became self employed offering internal audit services in 2006 before offering payroll services in 2013.  In 2015 Diane joined forces with her husband, Peter, a retired detective with experience of financial investigations.

The business was incorporated in 2017 when Peter Malley came on board.

Payroll Services

DM Payroll Services offers a cost effective, simple payroll service to small and medium sized organisations. We understand you want to get on with the business of running your business and not get bogged down with the rules and regulations of complying with RTI. Let us take the worry out of payroll for you.

The payroll service includes:

Processing the payroll, calculating PAYE/NI, any other deductions and any statutory processes e.g. SSP, SMP etc

Producing payslips for employees

Creation of monthly reports including Gross to Net report, Pensions report and P32 (amount payable to HMRC)

In year on-line filing e.g. leavers p45 etc

Year end P60s for employees

RTI returns including Full Payment Submissions (FPS) and Employer Summary Submissions (EPS).

EPS submissions to inform HMRC if no employees are paid in the period, usually used if the payroll is not monthly, i.e. quarterly or half yearly.

Please note: Under RTI an on line return must be filed on or before the payment date therefore it is essential any changes to the payroll are advised in advance of the pay date.

Internal Audit

DM Payroll Services can provide the internal audit function to local councils in England and Wales.

For smaller councils the internal audit is usually carried out by the relevant documents being delivered to our home office, however larger councils will usually have the internal audit carried out at their offices.

As the Internal Auditor, we will be responsible for reporting to the council on the adequacy of the systems of internal control. We will carry out the audit following recommendations by the Smaller Authorities Audit Appointments and the Practitioner’s Guide. The Internal Auditor’s report will be completed on the AGAR and a full written report provided to the council. For larger councils requiring an interim audit, an interim written report will also be included.
